Bob Malacarne
President
​
Bob Malacarne is the current president of St. John Rescue. He is also a Nationally Registered EMT and an HSI (Health and Safety Institute), ARC (American Red Cross), and NAEMSE (National Association of EMS Educators) certified Instructor. Bob was a public-school teacher with 30 years of experience in the states and nearly 4 years at Julius E Sprauve School. Bob started his first responder career by joining his local volunteer fire department at the age of 17. However, in 1994 when Bob responded to a fatal accident involving a 12-year-old boy, he decided to become a licensed EMT in the state of Rhode Island. He has served with three different fire departments in the states for a total of 36 years before moving to St. John in 1998. He joined St. John Rescue the following year. He has held positions as Training Captain, Chief, Secretary, Vice President, and President. Currently, Bob teaches CPR/AED, First Aid, and Emergency Medical Responder classes. In addition to this, he responds to emergencies as an EMT. Bob and his wife Marlene own and manage Star Villas in Cruz Bay.

Landry Boysen
Vice President

Landry took a leap of faith in 2019, trading in his corporate job for a new life in St. John. Landry brings a passion for the sea and years of expertise As a U.S. Coast Guard-certified 50-ton captain, he has a deep love for being on the water and making every trip safe.
When he’s not at the helm, Landry enjoys exploring beneath the waves as an avid scuba diver and spending time with his wife. His commitment to the community is just as strong as his connection to the water—he proudly serves as the Vice President , Marine Captain and volunteer with St. John Rescue, offering his skills to help keep the island safe.

Cyndi Good
Treasurer

Dr. Cynthia Good earned her medical degree at Wright State University's School of Medicine in her hometown of Dayton, Ohio. After completing her residency in Latrobe, Pennsylvania, she became board certified in Family Medicine in 1991. Although she began her career in family practice, Dr. Good was drawn to emergency medicine by her love for excitement and the satisfaction of helping people.

Dr. Good joined the Board of St. John Rescue in 2020, and is honored to serve as the treasurer. With over 25 years of emergency and urgent care experience, she is ready to bring help and expertise to the people of the U.S. Virgin Islands.

Anjali Glenn
Secretary

As a dedicated lifelong St. Johnian, she proudly serves as a Supporting Member and Secretary within our Rescue community. She loves volunteering for island events and helping keep the community safe. She has been interested and a part of Rescue since interning in early 2016 when she was a freshman at DePauw University. You might find Anj being the "dummy" for CPR and First Aid classes!

Jacqueline Parsons-Browne
Liaison

Jackie is a native of St. John with deep ties to the community. In addition to her role as a Liaison for St. John Rescue, she is a certified ambulance compliance officer with the V.I Department of Health, State Office of Emergency Medical Services, and holds licenses including: EMT, phlebotomist tech, IV Technician, and Certified ambulance privacy officer. She is also a HSI Instructor, AHA/BLS Instructor, Certified ambulance documentation specialist, and EMR Instructor. Prior to this she served as a former Police Auxiliary Officer.
As Liaison, Jackie is responsible for the Junior Rescue Program and the communication between St. John Rescue and the islands. She also ensures that all members are all certified, according to regulations.

Steve Deblasio
Deputy Chief
Steve DeBlasio's arrival in the Virgin Islands in December 2017 marked the beginning of a new chapter in his illustrious career with the Federal Emergency Management Agency. With a proven track record of leadership in disaster recovery efforts, including Hurricane Katrina, 9/11, and Hurricanes Hugo and Marilyn, Steve was poised to make a lasting impact in his new role. The devastating effects of Irma and Maria presented a new challenge, and Steve rose to the occasion, helping the Virgin Islands recover and rebuild.
Today, Steve serves as VITEMA assistant director, a testament to his unwavering dedication to disaster recovery and his community. Steve's journey with FEMA began in the Virgin Islands in 1995, and he has continued to make a positive impact through his work with VITEMA. He also assists the community as an amateur radio operator and Deputy Chief of St. John Rescue. He also values his Sunday beach trips with his wife.

Kenisha Small
Compliance Officer

Kenisha Small serves as Community Relations Manager at Love City Strong, Inc. Her responsibilities include managing Go Teams' scheduling, hours, field work, and data entry. Kenisha works closely with the office manager to order supplies for Go Team.
She collaborates with the community, particularly seniors and families with small children, during disasters or pandemics. Kenisha communicates with partnered nonprofit organizations, churches, and government agencies to assess community needs further. She serves as the point of contact for the community after natural disasters, if the director is unavailable. Kenisha assists in developing programs and projects for Go Team and the community. She provides support wherever needed within the organization. Kenisha works directly with the Project Manager on disaster projects and manages the deployable Go Team during disaster emergencies.
Additionally, Kenisha serves as a Compliance Officer for St. John Rescue and volunteers her time to assist with fundraisers, community events, and emergency calls.

Valerie Boysen

Valerie has Extensive First Responder experience as well as in the operations of St. John Rescue. Valerie has played a vital role in growing St. John Rescue since she joined. She oversees day-to-day operations of the organization, including fundraising.

Brett Huntley
Training Officer
​
Brett is a National and Virgin Islands Registered Paramedic. He has served as the Clinical Educator/Training Officer for St. John Rescue since 2021, along with his Paramedic duties. He is a NAEMSE Level II Instructor and holds instructor qualifications from NAEMT, HSI, ARC, and AHA. In addition, Brett holds a Bachelors in Industrial Technical Education from the University of South Florida and a Masters in Adult Education from the University of Georgia. Brett oversees the education and training program for St. John Rescue.
Members
​St. John Rescue extends heartfelt gratitude to our dedicated Responding and Supporting members. Our Active Responding members are vital, participating in all facets of emergency service delivery. We also take pride in our Responders in Training, who are on their journey to become essential team members.
